Ar y trywydd i ragori ar y targed o 20,000 o gartrefi fforddiadwy erbyn diwedd tymor y Llywodraeth

20,000 affordable homes target to be exceeded by end of government term

Mae Julie James, y Gweinidog Tai, wedi cyhoeddi ein bod yn mynd i gyrraedd targed Llywodraeth Cymru i ddarparu 20,000 o gartrefi fforddiadwy erbyn 2021, a’n bod am ragori arno.

A gwerth 12 mis o ffigurau swyddogol eto i ddod i law, mae’r ystadegau diweddaraf yn dangos bod ychydig o dan 3,000 o gartrefi fforddiadwy newydd wedi’u darparu yn ystod blwyddyn ariannol 2019-2020, sy’n dod â chyfanswm nifer y cartrefi a ddarparwyd i 19,000.

Mae’r ffigurau a ryddhawyd heddiw yn ei gwneud yn glir bod Llywodraeth Cymru wedi darparu’r lefel flynyddol uchaf o gartrefi cymdeithasol ers dechrau eu cofnodi yn 2008.

Bydd y gyfres nesaf o ystadegau swyddogol, a fydd yn cadarnhau bod y targed o 20,000 o gartrefi fforddiadwy wedi’i gyrraedd, yn cael ei chyhoeddi yn yr hydref.

Mae’r data gweithredol yn awgrymu y byddwn wedi rhagori ar y targed hwn erbyn mis Mawrth.

Dywedodd Julie James:

“Dw i ar ben fy nigon ein bod am daro ein targed ar gyfer cartrefi fforddiadwy y tymor hwn, a hynny’n hawdd. Mae’r cynnydd mewn tai fforddiadwy yn deillio’n uniongyrchol o’n buddsoddiad ym maes tai y tymor hwn, buddsoddiad na welwyd ei debyg.

“Mae’r rhain yn gartrefi cynnes, ynni-effeithlon, o ansawdd uchel, sydd wedi’u codi i bara ac, yn bwysig iawn, maen nhw’n fforddiadwy i’w rhedeg.

“Mae’r flwyddyn ddiwethaf wedi bod yn heriol i bawb, ac mae’n wych gweld ein bod, er gwaethaf y pandemig a’i effaith ar adeiladwyr tai a Landlordiaid Cymdeithasol Cofrestredig, yn dal i fod wedi gallu adeiladu cartrefi fforddiadwy yr oedd eu hangen yn fawr, yn gyflym ac yn ôl y gofyn.

“Mae ein data ein hunain yn dweud wrthon ni ein bod wedi taro’r targed o 20,000, ac wedi rhagori arno.”

Mae Llywodraeth Cymru wedi buddsoddi mwy na £2bn ym maes tai ar draws Cymru yn ystod tymor y Senedd hon, gan gynnwys £33m yn ystod cyfnod diweddaraf y Rhaglen Tai Arloesol a mwy nag £89m yn y Grant Tai Cymdeithasol yn 2020-2021.

Bydd y cyllid yn parhau yn ystod y flwyddyn ariannol nesaf, a mwy na £200m wedi’i neilltuo i godi cartrefi y gall pobl fforddio eu prynu a byw ynddynt.

Ychwanegodd y Gweinidog:

“Mae gofalu bod modd i bawb yng Nghymru gael cartref fforddiadwy o ansawdd uchel yn un o brif flaenoriaethau’r llywodraeth hon, ac mae’n allweddol i’n hymrwymiad i fynd i’r afael â digartrefedd a rhoi terfyn arno.

“Mae tai fforddiadwy, diogel, o ansawdd yn ganolog i unrhyw gymuned – gan alluogi pobl a theuluoedd i ffynnu ym mhob rhan o’u bywydau. Wnawn ni ddim stopio ar ôl cyrraedd 20,000 ac fe fyddwn ni’n parhau i ddarparu tai i’r rheini sydd eu hangen.”

Dywedodd Joanna Davoile, cyfarwyddwr datblygu Tai Wales and West:

“Mae cael cartref cyfforddus, diogel, gwirioneddol fforddiadwy yn bwysicach nag erioed. Mae Tai Wales and West wedi ymrwymo i helpu Llywodraeth Cymru i gyrraedd ei tharged o godi 20,000 o gartrefi fforddiadwy erbyn diwedd tymor y Senedd hon.

“Rydyn ni’n bwriadu codi 2,500 o gartrefi dros y pum mlynedd nesaf, ac mae gyda ni fwy na 900 o gartrefi newydd ar y gweill ledled Cymru eisoes. Mae’r rhain yn cynnwys cartrefi modern, ynni-effeithlon yn llawer o ardaloedd awdurdodau lleol Cymru, o Gaerdydd i Sir Gaerfyrddin, Conwy i Wrecsam, ac ar draws Ceredigion a Sir Benfro. Rydyn ni’n adeiladu cymysgedd o lety – cartrefi i deuluoedd, fflatiau, llety gofal ychwanegol a llety byw â chymorth arbenigol, yn ôl anghenion cymunedau lleol.

“Bydd ein datblygiadau tai fforddiadwy yn cefnogi economi adeiladu leol Cymru ac yn creu cymunedau lle gall pobl ffynnu.”

  • Today’s data release is the fourth year of data collected on the delivery of affordable homes, since the target to build 20,000 was set.
  • Year four data was due to be released in November 2020 but was delayed due to the coronavirus pandemic.
  • Data for year five is due to be released in autumn 2021. 
  • Help to Buy-Wales statistics are included in the 19,000 figure. Further Help to Buy-Wales data for January to March 2021 is due to be released in in the Spring. This will contribute to the total number of affordable homes delivered.
  • In excess of 20,000 affordable homes are expected to be delivered by March 2021. This takes account each of the statistical series that contribute to the target along with informal sector based intelligence on the delivery of affordable housing in the first half of 2020-21. Sector based intelligence from RSLs and local authorities is a key function of the Housing Pact in supporting the delivery of the 20,000 target. This allows Welsh Government to closely monitor progress in achieving the target.
  • Properties included in the 20,000 figure include, newly built affordable homes, Help to Buy-Wales homes, Rent to Own homes, and homes purchased by local authorities or Housing Associations to be used as affordable housing.

Case Study: Sian

Sian and her partner Alex are already seeing the benefits of their new home on their special family.

Their six-year-old daughter Olivia was born with rare genetic condition called DDX3X Syndrome that affects her learning and development. She attends a special school and will need lifelong care. As a result, Sian and Alex had to give up their full-time careers to care for Olivia and have waited several years for a home that meets their daughter’s needs.

The family were one of the first to move into Wales and West Housing’s development of 14 eco-homes at Rhiw Cefn Gwlad, Brackla, Bridgend.

Sian, 38, said: “It's an amazing opportunity to live in a home that will significantly reduce our carbon footprint.

“Being a special family, we didn’t just want to move to a larger house with more space for Olivia's needs. 

“There are so many things about our new home that will make a difference to all our family’s life.

“Having a wet room is going to mean a lot less manual handling for us and Olivia. We also have a garden that Liv can use and a parking space. The house is closer to Liv’s special school and hospital and in a quiet peaceful spot, which is better for all of us.

“The energy-saving technology is amazing too. We were paying £140 a month for energy in our old home, which is a good chunk of our monthly income, so we are looking forward to lower energy bills.

“Olivia is likely to be in nappies for the rest of her life and our washer and two dryers are always on so the chance to reduce our impact on the environment is really appealing. We want to protect our children's planet.”

 “The last six years have been a rollercoaster. We experienced financial difficulties after Liv was born. We couldn’t afford to buy a bigger home. Our house couldn't be adapted to meet Liv's needs, so we were advised to join the housing register. 

“After years of hoping, we now have our dream home.”
