Cynllun 10 mlynedd i fynd i'r afael â cham-drin plant yn rhywiol
10-year plan to tackle child sexual abuse in Wales
Heddiw, mae Llywodraeth Cymru wedi lansio ymgynghoriad ar ei strategaeth ddeng mlynedd newydd i atal ac ymateb i gam-drin plant yn rhywiol yng Nghymru – y strategaeth hirdymor gynhwysfawr gyntaf o'i bath yn y Deyrnas Unedig.
Mae'r strategaeth, a fydd yn para tan 2035, yn nodi ymrwymiad i fynd i'r afael â cham-drin plant yn rhywiol drwy ddull system gyfan sy'n canolbwyntio ar atal, amddiffyn a chefnogi.
Er bod gwledydd eraill y DU wedi cyflwyno cynlluniau gweithredu tymor byrrach, Cymru yw'r wlad gyntaf i ddatblygu gweledigaeth strategol ar gyfer y degawd nesaf.
Mae'r strategaeth yn cydnabod bod graddfa a natur cam-drin plant yn rhywiol wedi newid yn sylweddol yn ystod y blynyddoedd diwethaf, yn enwedig ar-lein.
Mae ymchwil yn dangos bod tua 25,000 o blant yng Nghymru yn profi rhyw fath o gam-drin rhywiol bob blwyddyn. Er hynny, dim ond cyfran fach o'r plant hyn sy'n dod i sylw'r heddlu a'r gwasanaethau cymdeithasol.
Mae'r strategaeth wedi'i chynhyrchu ar y cyd ag oedolion sy’n ddioddefwyr-oroeswyr, yr NSPCC, y Ganolfan Arbenigedd ar Gam-drin Plant yn Rhywiol, Barnardo's, a Sefydliad Lucy Faithfull, gan sicrhau ei bod wedi'i seilio ar brofiad bywyd a dealltwriaeth arbenigol.
Y pedwar canlyniad strategol sy'n ganolog i'r strategaeth yw atal cam-drin plant yn rhywiol, amddiffyn plant sydd wedi'u heffeithio gan gamdriniaeth, cefnogi plant a theuluoedd i adfer, a chefnogi oedolion sy’n ddioddefwyr-oroeswyr i adfer.
Bydd y strategaeth hon hefyd yn allweddol wrth gyflawni argymhellion yr Ymchwiliad Annibynnol i Gam-drin Plant yn Rhywiol, ac mae'n adeiladu ar waith a wnaed eisoes o dan y Cynllun Gweithredu Cenedlaethol blaenorol. Mae hefyd yn cyfrannu at weithredu canfyddiadau adroddiad y Farwnes Casey ar gamfanteisio ar sail grwpiau.
Dywedodd Dawn Bowden, y Gweinidog Plant a Gofal Cymdeithasol:
"Rhaid inni wneud popeth o fewn ein gallu i fynd i'r afael â'r drosedd erchyll o gam-drin plant yn rhywiol. Drwy ddatblygu strategaeth ddeng mlynedd gyntaf y DU yn y maes hwn, rydyn ni'n dangos ein hymrwymiad cadarn i amddiffyn plant a chefnogi goroeswyr drwy gydol eu bywydau.
Mae lleisiau'r bobl sydd wedi cael eu heffeithio gan gam-drin rhywiol yn ganolog i'r strategaeth hon ac i'r ffordd y caiff ei chyflawni.
