Y Gweinidog Iechyd Meddwl yn addo £3 miliwn i ‘roi help llaw’ i’r bobl fwyaf agored i niwed yn ystod y pandemig
Mental Health Minister pledges £3million ‘helping hand’ to most vulnerable in the pandemic
Bydd cyllid ychwanegol o bron i £3 miliwn yn cefnogi rhai o’r defnyddwyr gwasanaethau iechyd meddwl mwyaf agored i niwed yng Nghymru yn ystod pandemig COVID-19.
Mae’r Gweinidog Iechyd Meddwl a Llesiant, Eluned Morgan wedi gwneud addewid i roi ‘help llaw’ i’r rheini sy’n chwilio am waith, llety parhaol, ac a allai fod phroblemau iechyd meddwl neu gamddefnyddio sylweddau ynghanol y pandemig hwn.
Bydd y cyllid ychwanegol yn darparu cymorth cynnar wedi’i dargedu, ar gyfer yr unigolion mwyaf agored i niwed mewn ffordd ataliol er mwyn atal anghenion, sy’n aml yn rhai cymhleth, rhag gwaethygu.
Caiff y cyllid ei rannu i saith maes penodol, a bydd Llywodraeth Cymru yn gweithio mewn partneriaeth ’r Adran Gwaith a Phensiynau, awdurdodau lleol, yr heddlu a’r Byrddau Cynllunio Ardal, yn ogystal chynorthwyo byrddau iechyd i ddarparu cymorth iechyd meddwl dan arweiniad y sector gwirfoddol yn eu hardaloedd.
Mae’r cyllid yn cynnwys:
- £1.4 miliwn tuag at gynlluniau dan arweiniad y trydydd sector er mwyn diwallu anghenion iechyd meddwl a llesiant ar lefel isel
- Bydd £75,000 yn ariannu’r rhaglen ‘Gallaf Weithio’ i helpu pobl sydd phroblemau iechyd meddwl ysgafn neu gymedrol i gael gwaith am dl
- £25,000 i gefnogi datblygiad y gweithlu camddefnyddio sylweddau i sicrhau bod gan yr aelodau y sgiliau a’r gefnogaeth sydd eu hangen i ddarparu gwasanaethau hanfodol
- £750,000 i ddarparu llety adsefydlu preswyl i’r rheini sydd ag anghenion cymhleth i allu byw’n annibynnol mewn llety parhaol
- £500,000 i ddarparu Cyfarpar Diogelu Personol (PPE) i wasanaethau camddefnyddio sylweddau sy’n darparu ystod o wahanol gymorth i rai o’r bobl fwyaf agored i niwed yn y gymdeithas
- £150,000 ar gyfer Cronfa Cynhwysiant Digidol er mwyn gwella gwasanaethau digidol ar gyfer defnyddwyr sy’n cael eu hallgau’n ddigidol ar hyn o bryd
- £50,000 i gefnogi gwaith gyda heddluoedd ar draws Cymru yn treialu pecynnau naloxone trwynol fel rhan o’r ymdrech i leihau marwolaethau sy’n gysylltiedig
Dywedodd Eluned Morgan, y Gweinidog Iechyd Meddwl, Llesiant a’r Gymraeg:
“Gwyddom fod ymyrraeth gynnar yn hanfodol er mwyn sicrhau canlyniadau gwell. Rydym wedi gweld yr effaith ddinistriol y mae’r pandemig hwn wedi’i chael ar aelodau mwyaf bregus ein cymdeithas, ac mae’n rhaid i ni roi help llaw ychwanegol pan fo angen.
“Mae’r cyllid hwn yn rhan allweddol o’n cynllun adfer, lle rydym wedi ymrwymo i ddiogelu a gwella llesiant unigolion, cefnogi pobl ddigartref, a lleihau diweithdra er mwyn rhoi’r cyfle gorau i bobl.
“Dyma gyfnod heriol i bobl un ohonom, ond os byddwn yn gofalu am ein gilydd ac yn helpu’r bobl fwyaf agored i niwed, fe ddown drwyddi. Gall unrhyw un sy’n pryderu am ei iechyd meddwl neu am iechyd meddwl berthynas neu ffrind ffonio Llinell Gymorth C.A.L.L. ar 0800 132 737 neu anfon neges destun ‘help’ i 81066”.
Nodiadau i olygyddion
Since the start of the pandemic Welsh Government has invested the following in mental health services:
- In addition to approximately £700m invested each year in NHS mental health services, the Welsh Government provided £7m of planned mental health service improvement funding to health boards to support the maintenance of essential mental health services while responding to the immediate pandemic pressures, as well as ongoing support for the Mental Health Delivery Plan priorities.
- An additional £2.2m for inpatient surge capacity to ensure mental health units had flexibility to manage additional demands and to deal with any outbreaks of the virus.
- Expanded the CALL mental health helpline and worked with Public Health Wales to provide tailored online information to support people to manage their mental health during the lockdown period.
- £1.3m to support the rollout of Silvercloud, an online cognitive behavioural therapy pilot; MIND Cymru’s Active Monitoring; the Young Person’s Mental Health Toolkit and BEAT’s Eating Disorders helpline are also available.
- Funding for a range of regional approaches to reduce suicide and self-harm including bereavement support, training and awareness raising.
- Working jointly with the Minister for Education, an extra £5m for mental health in schools, alongside £450,000 to go towards supporting mental health and well-being of the school workforce, funding is also provided for developing further provision for schools counselling and mental and emotional support to children younger than year 6.
- In July, Minister for Transport, Economy and North Wales announced a £40m investment in the Covid Commitment to support jobs and skills. This will be targeted to help those most affected by covid-19, including young people. The new funding will extend existing support through our In Work and Out of Work Support Services.
- Additional funding is being provided to Diverse Cymru to further embed the BAME Mental Health Workplace Good Practice Certification Scheme in Wales
- Last month, the Minister for Education announced an additional £10m to support mental health services and financial hardship funds for higher education students. The priorities for this funding include increasing capacity in students’ unions and universities to provide support services for students and staff, and to provide support and services, including food services, for students required to self-isolate.
